Procurement and Installation of Smart Grid Meters & Advanced Metering Infrastructure

1. Introduction
The Electricity Distribution Companies (DisCos) invites reputable firms, OEMs, authorized representatives, and qualified contractors to submit Expressions of Interest (EOI) for the supply and deployment of Grid Meters and related systems to support Advanced Metering Infrastructure (AMI), real-time monitoring, and accurate billing across the Nigerian Electricity Supply Industry (NESI).
This exercise aims to prequalify firms with proven experience, technical capacity, and financial strength to participate in the subsequent Request for Proposal (RFP) stage.
2. Scope of Works
- Deployment and setup of AMI-HES infrastructure for remote automatic meter reading and telemetry.
- Procurement, delivery, installation, testing, and commissioning of Smart Energy Meters per NISO standards.
- Integration of GSM/GPRS, RF, PLC communication modules and data concentrators.
- Full interoperability with existing HES and MDMS systems.
- Provision of technical documentation, software licenses, and capacity-building training.
- Comprehensive warranty and technical support for a minimum of two (2) years post-commissioning.
3. Project Objective
The project seeks to procure high-quality, reliable smart energy meters and AMI systems suitable for use within NESI, meeting standards such as bi-directional measurement, multiple communication redundancy, and secure over-the-air firmware upgrades.
4. Eligibility Requirements
General Requirements
- Certificate of Incorporation (CAC or equivalent).
- Tax Clearance Certificate for the last 3 years (valid till Dec 2025).
- Pension Clearance Certificate (if registered in Nigeria).
- Audited Accounts (2022–2024).
- Reference Letter from a reputable commercial bank.
- Company profile, ownership, and technical team qualifications.
- Evidence of local content participation or partnership (if applicable).
- Sworn Affidavit confirming authenticity and non-involvement in financial or criminal misconduct.
Technical Requirements
- Experience in design, manufacture, and deployment of AMI systems meeting IEC/MID/NERC standards.
- At least one successfully executed smart metering project in the last 5 years.
- Valid type test certificates from accredited labs or NEMSA-approved bodies.
- Signed MoU for consortiums, clearly defining responsibilities.
- Evidence of trained technical personnel certified in metering installation and maintenance.
5. Submission Details
Interested firms must submit two (2) hard copies (original & duplicate) and one (1) soft copy (USB drive) of their EOI documents. Submissions should be sealed and clearly marked:
